Government is not a household. Government is not a business. The comparison is specious.

BUT…

If government was a household, would a homeowner hire an expensive contractor for something they could do themselves for just the cost of materials?

If government was a business, would a business hire an expensive  contractor for something an employee could do for just the cost of materials?

So why would government do something that neither a business nor a household would do by hiring an expensive contractor to do it?
